Section 9
Appointment to civil service posts

(1) The Government of Nepal shall appoint to the gazetted posts of the civil service and notice of such appointment shall be published in the Nepal Gazette.
(2) Heads of Departments may appoint civil service gazetted posts.
(3) Notwithstanding anything written in sub-section (2), the head of office may appoint gazetted and unranked posts in the offices under him.
